Terminal opens on the correct window.
Actual behaviour
Terminal opens on the wrong window.
Here's a full all-monitors screenshot with the "Identify" labels up (Dsiplay Settings -> Identify).
Opening to Monitor 1 works as expected.
Opening to Monitor 2 with mintty -p @2 opens on the Identify-ied Monitor 3.
Opening to Monitor 3 with mintty -p @3 opens on the Identify-ied Monitor 2.
So the bad behaviour is that then "opened onto" monitor is not always the expected monitor.
